Phelps Police Building

San Joaquin Delta College's Police Department finished their move into the new Lourn Phelps Police Services Building in December, 2009. Located on the north end of campus, the building is named in honor of the late Lourn Phelps. Under Mr. Phelps leadership and dedication, Delta's security department was converted to a police department, gaining acceptance by the Commission on Peace Officer Standards and Training.

"It's a huge improvement over the old Police Cottage," said Officer Geff Greenwood. "Everybody has their own space now. Every duty related to police work has its own room, such as detention, armory, conference room, etc. The rooms are adjacent and in law enforcement procedure order."

The building includes the following dedicated areas: Surveillance Room, Live Scan (fingerprinting) Room, Equipment Ready Room, Holding Area, Interview Room, Dispatch Center, Property/Evidence Room, Conference Room, Armory, staff offices and men's and women's locker rooms.

The old Police Cottage was the lone remnant from the County Hospital that used to sit on San Joaquin Delta College's Stockton site. At 3,600 sq. ft., the new Phelps Building is more than twice as large as the old cottage. "The armory in the old cottage was what might have been a walk-in closet," said Officer Kim White. "Each room was a little bit of this, and a little bit of that."

Should there be a power outage on campus, the new building has a Caterpillar Diesel backup generator with auto switching. The generator will allow continued campus police services in emergency situations.

Jared Zwickey, Delta's Director of Public Safety said, "Delta College Police are committed to the service and safety of our students and staff. To continue to amplify and improve on the level of police services the Delta community expects, the department needed a facilities expansion. The move to the new Phelps Building provides this opportunity."
